Have you tried MediaPortal, freevo or MythTV? The classic MythTV has a reputation for being very flexible but a bit of a beast to set up. Some would require you to run on Linux, but that really isn't a big issue these days as distros like Ubuntu make life so easy. VLC streams and has DVB codecs, but I don't know about EPG.
