yes, i can just about believe that....

In fact Dan Bri is a Visiting Fellow at the University of Bristol, he  
founded the Bristol University ILRT Semantic Web group,  and served  
for six years as a member of the W3C Technical Staff, so you might  
ask your county to white list this site...

or could you visit it someplace else like home, internet cafe or a  
library?
