There are various systems that respond to eye movement.  All are expensive and require a 
high level of commitment in terms of training and support.

Most of them work in the way that you describe, and move the mouse cursor.  

The exception is the MyTobii system that works in conjunction with certain programs (like 
The Grid) and allows cells to be selected irrespective of the position of the cursor.   

For a completely impartial view, speak to the ACE Centre, who are hosting the GOGAIN 
project.
