[senit] eLCs

Barry,

I heard eLCs have come to an end and the new ICT
funding (standards grands etc)will be able to be used
more flexibly, though whether it will be ringfenced
like eLCs I don't know. Since it should come into
being in April we should really know about it by
now-has anyone got more info?
