The user may have their own screen reader but I think the idea behind it
is that it is a web accessibility tool for libraries, internet cafes or
someone round at a mate's house.

hmm that's interesting and even worked on Linux.
However wont a user have their own reader anyway for non web
applications?
Is do see the case for when a screen reader is not available
