Yep think that's the idea - the platform and browser independence is what it has over other free online apps such as SAToGo www.satogo.com which doesn't download an .exe file and only works in ie.
Although that is a whole system screenreader not just Web site reader.

The user may have their own screen reader but I think the idea behind it is that it is a web accessibility tool for libraries, internet cafes or someone round at a mate's house.

hmm that's interesting and even worked on Linux.
However wont a user have their own reader anyway for non web applications?
Is do see the case for when a screen reader is not available
