I don't know of anything directly working as a switch.. I do like the 
Ann summers thought.. ! Seriously though, "vibrating devices" are all 
over the place - here are some other thoughts that may be of use..

If you have a friendly hardware hacker there are quite a few guides on 
how to pull the vibrator out of a nokia phone for your own usage.. Be 
careful on what you are googling though. This is the common method of 
making a remotely triggered IED (Improvised Explosive Device) - most 
famously used in the Spanish Train bombings.

Maybe somewhat easier though is the is vibeboard from sparkfun/arduino. 
Designed as part of the wearable devices (Arduino Lilypad) project the 
schematic looks straightforward enough. See here for the vibeboard - you 
can get it for a tenner

(the Lilypad by the way is a microcontroller board designed for 
wearables and e-textiles. It can be sewn to fabric and similarly mounted 
power supplies, sensors and actuators with conductive thread. nifty)

Something else that springs to mind is a game controller with rumble 
pack inside them.
